In 2016, ICAAD launched SMSforJustice, a project that uses an innovative fusion of legal training, mobile technology and community monitoring to build a women led network of paralegals who possess the skills to document rights violations and use existing grievance mechanisms to demand accountability for the delivery of basic services.

Despite strong legal protections, people living in slums in and around India’s capital city are routinely denied their fundamental rights to health, food, sanitation and housing. Marginalized groups face overwhelming barriers in accessing basic services and benefits from the Government. Lack of access is due to poor infrastructure, insufficient resource allocation and discrimination on the basis of caste and gender. Women in slums are doubly marginalized and often live in precarious conditions.

Significant changes are needed to further develop the SMSforJustice platform, and we are grateful for any support you can give!

    Project Update

Thanks to the support of the Dasvandh Network community, ICAAD is able to fight back against the systemic forces that further discrimination. We would like to highlight our progress on the SMSFORJUSTICE platform, and give you insight into goals for this year.

Highlights of work in 2017 included:

    1. Launching an advocacy report in conjunction with a partner India-based NGO showcasing failures of access to basic services in Delhi slums, and supporting the smsforjustice.org and endmmnow.org reporting platforms
    2. Expanding the scope of the smsforjustice.org reporting platform to include not only Nangloi and Baprola, but also Ambedkar Camp and Khajuri Khas. We’ve had over 350 reports through the platform of human rights violations, and these complaints are having an impact. For example, women in Baprola reported that there were no Accredited Social Health Activists (ASHAs) attending to pregnant women in the colony, as required by law. After reporting on SMSforJustice, they worked to file administrative complaints. Due to their advocacy, two ASHAs were deployed to the colony! Now, pregnant women in this community have increased access to maternal health services and key government entitlements.

    Next Steps:

    1. Update the platform with learnings from both the smsforjustice.org and endmmnow.org projects to include more tools for direct engagement of community paralegals. This will include outreach mechanisms and the distribution of educational materials, and better ability to share reports with other participants.
    2. Add further real-time automated analysis and data visualization in addition to the heat map created on the current site.
